There is no reason why Sasuke couldn't use tsukuyomi

Madara took the time out to show off tech's that don't even belong to him. i think he would have used them given his character. But this is just speculation. Anaways it what itachi said is correct then obito and kakashi should have exhibited some form of tsukiyomi or amaterasu.

Obito and Kakashi have Kamui, not Amaterasu and Tsukuyomi so of course they can't use them.
