There is no plot for part 3

Nope. Danzo could become a main villain. Danzo could've used izanagi just like Madara did. Or when orochimaru was force to leave the village in a hurry, he didn't have time to take his research with him. SO Danzo probably got his hands on it and sold it to other people.
