there are some shinobi i dont think can be beat not even by each other

1.hiruzen just because of his chakra in his old age they said they could feel it densing the air, combined with his jutsu knowledge i dont think anyone can beat him.

2. minato speed and chakra reserves combined with batlle experience and fuinjutsu another god tier shinobi

3.madara with all the jutsu knowledge he has shown and his battle tactics i think it would take a team of at least 4 kage shinobi to take down such a guy

4.itachi i firmly believe any one shinobi facing itachi is doomed except the ones on this list. i dont have to say why.

5.hashirama with no prior knowledge a battle with hashi is death

6. 3rd raikage hes a ****in tank
