Lighting: 3rd Raikage (Hell Stab, lighting armor that took a rasenshuriken, black lightning)

water:meh i'll go with kisame cause we havent seen tobirama in action that much and kisame is practically a shark. lol

lightning: sasuke cause of all his chidori variants and shape manipulation plus he tamed lighting which is an INDREDIBLE feat.

Lightning: Sasuke - Has created the most powerful lightning jutsu and can manipulate the element very well.
Water:Kisame -Can create oceans at 30% *nuff said*.

ya the water bubble it was impressive but with Tobirama did that it would have been way larger

You have zero proof that he could do it larger. Tobirama is definitely great at water but Kisame outclasses him easily.
