There is a very known fact the powers arent inherited or even just learned like that
So its progressed or even by what. Ive seen practice

Rinnegan lets you create jutsus from nothing, but you will never see it because it would be unstoppable. He just might be too strong if Kishi lets him use all of the powers he should be capable of. Depends on how far he plans on taking the manga.

I am sure we will see a few god level ninjas by the end of this manga.
