Now I am in no way saying he is weak without sharingan, just listen to what I have to say
Tobirama stated that"when an uchiha that has known love loses it...it turns into an even stronger hate and changes that person"
Now going off that basis it explains Obito, who lost his love and went insane with hate.
But Itachi grew up during the war, his most fragile years were stricken with war and death. Why was he not afflicted with that hate? My theory is that he felt the need to change the world, so that he could protect his brother, instead of hate the world when he lost he lost his "love".
Tobirama later explains in this panel that after the loss of "love" "..special chakra sprouts inside their brains, which affect the optic nerve and produces a change in their eyes..." "...the sharingan aligns with the persons feelings and quickly makes the person stronger"
So Itachi's sharingan aligned with his need to protect his brother, rather than his want to hate the world. This caused him to be as well reasoned as a hokage at age 7. It was stated that he mastered the sharingan at age 8, which is if I am not mistaken, 3 tomoe. This leads me to think he probably unlocked it around age 7. He was stated to be as well reasoned as a hokage at age 7, which was, I believe, due to his sharingan.
