The Village Hidden behind the Leaf has always been the Village from where strong shinobi have come. Orochimaru, Jiraiya, the Hyuuga Clan, Uchiha Clan, Nara Clan etc
An endless number of Clans that inhabit the village and continue to increase the power of the Village. Even 8 of the Bijuu [Excluding Shukaku] lived within the village, under Hashirama's control and were later on sold to the other Kage

When you're so strong, there is a high possibility that all your neighbors would group up with each other against you instead of becoming a satellite state of yours and this has always been the case of Konohagakure.
The other 4 villages have always been in a secret alliance in their attempt to undermine Konohagakure until the recent war
I'll explain
Note: No mention of Minato's era due to not of much important

During the era of the first Hokage, Hashirama; Konohagakure was a superpower. The Senju and Uchiha Clans had formed an alliance and also possessed upto 8 Bijuu whilst the other villages were still trying to unite their people and gain a Bijuu. One might wonder
"Why would they give away the Bijuu like that? Why not keep it with themselves and recieve tribute from other villages by threatening them with war?"
There is a high possibility that the other 4 villages had put a lot of pressure on Konohagakure to do so and had threatened Konoha with war from all sides. The Senju Clan not wanting yet another war, decided to sign a pact in which Konohagakure would be paid in return of Bijuu and thus as a result of this Konoha's power drastically weakened. This decision was probably also made because Hashirama Senju and Uchiha Madara were the only two ninja who could control Bijuu and both were from Konoha thus Hashirama came to the conclusion that it would a long time before the other villages would be able to awaken the true powers of the Bijuu. The decision was probably a smartly planned one because of all villages, only Kumogakure and for a short while Kirigakure managed to master controlling a Bijuu

During the era of Tobirama, Konohagakure was probably at it's top. The Konoha Military Police Force had been formed and a series of new jutsu to be had developed which consisted of the Kage Bunshin no Jutsu, Edo Tensei no Jutsu, Hiraishin no Jutsu and many more. Fearing Konohagakure's rise to power once again, Kumogakure and Iwagakure started to plot against Konoha. It is likely that during this time, Kirigakure was an ally of Konoha.
We already know that the shinobi of Kumogakure have always been in search of Kinjutsu and powerful techniques. It is possible that Kumogakure sought to acquire the new techniques developed by Tobirama but did not know how to do so.

Kumogakure attempted to capture the Kyuubi to strengthen it's power as it seemed impossible for its Ninja to find out about Tobirama's techniques. Kinkaku and Ginkaku, two descendants of the SO6P were given the task of capturing the Kyuubi and granted the treasured tools of the SO6P to complete this task. You have probably realized by now how much they were trusted since they were given the SO6P's tools. In the end, they were swallowed by the Kyuubi instead but by feeding on the Kyuubi's flesh; they were able to gain a new power and returned to Kumogakure safe.

The Raikage delighted at the new power he had gained attempted to befriend Konohagakure, but his plan was simple. Severely injure the Hokage and gain access to the techniques. When Tobirama visited Kumogakure, Kinkaku and Ginkaku attacked both the Raikage and Hokage and made it seem like it was a coup d'etat. Their main target however was Tobirama and in the battle against the 2nd Hokage, they left Tobirama near to the brink of death.

Tobirama probably escaped using Hiraishin no Jutsu and realizing the blunder they had made, Kumogakure declared war on Konoha. At the very same time or maybe a bit earlier, Iwagakure had declared war on Kirigakure to get rid of the pro - Konoha 2nd Mizukage. War lasted between Iwa and Kiri which in the end resulted in the deaths of both of their Kage. There is a major possibility that the 3rd Mizukage [Like the 4th Mizukage], was manipulated with Genjutsu by Uchiha Madara.
Anyways, a war lasted between Konohagakure and Kumogakure [The First Shinobi War] which in the end resulted in the death of the 2nd Hokage by the KINKAKU Squad. Severely weakened by the war and the death of the 2nd Raikage sometime later, Kumogakure did not participate in the 2nd Shinobi War

Exactly 20 years after the Hiruzen Sarutobi becoming the 3rd Hokage, the 2nd Shinobi War begin. The death of the Hokage was a surprise to Sunagakure and Iwagakure. They had not expected the Hokage to get killed so easily and started their own plans to invade Konohagakure. The war probably started after either Sunagakure or Iwagakure invaded Konohagakure via Amegakure. It is generally believed that Amegakure supported Iwagakure during the war considering the atrocities committed by the Konoha ninja against the people of Amegakure and the battle between Hanzo and the Three Sannin.
The war ended in a somewhat stalemate and a peace treaty was signed. Following this, Amegakure under Hanzo started a mass militarization process to make sure such destruction does not befall his village again
---------------------------------------------------------------------------------------
Iwagakure however had not had enough and wanted to defeat Konoha. In Suna, The 2nd Kazekage probably passed away after the war and a 3rd Kazekage was elected. During the era of the 3rd Kazekage, Sunagakure begin to a adopt militaristic attitude as it sought to gain the powers of a Bijuu through a Jinchuuriki to crush Konoha.

Following attacks on Konoha by Iwagakure and the outbreak of war, Sunagakure quickly sided itself with Iwagakure. Kirigakure too joined the Iwa-Suna-Kiri alliance in an attempt to crush Konoha. Kumogakure did not seem interested in the war considering the fact that it did not send any shinobi. Iwagakure continued to push the 3rd Raikage to enter the war and then declared war on Kumogakure intself led to a great battle in which the Raikage was killed.

In the anime version, you can clearly see that the clothes worn by the shinobi are just like those worn by Kirigakure and Iwagakure shinobi. A few people within Kumogakure were probably against Kumo not participating in the war and after the death of the 3rd Raikage, Kumogakure declared war on Konoha. Now, Sunagakure, Kumogakure, Iwagakure and Kirigakure were all at war with Konoha as they sought to destroy Konoha once and for all although unlike Iwa, Suna and Kiri; Kumogakure had only entered the war to gain powerful techniques and occasionally attacked Iwagakure as well.

A and Killer B later on fought against Minato Namikaze during the war which proved that Kumogakure sought no type of alliance with Konoha. This picture shows that mans were also made to abduct Kushina

Large scale battles were fought between Iwagakure and Konohagakure. Kirigakure had the Sanbi sealed within a Konoha shinobi, Rin and planned on having the Sanbi released inside Konohagakure to completely destroy the village

It is also possible that Uzushiogakure, an ally of Konoha was attacked by Kirigakure under the 3rd Mizukage. It was probably Kirigakure's aim to get rid of one of Konoha's ally and completely encircle the nation. There is a possibility that this was done to get rid of the Uzumaki and thus prevent a Konoha from gaining a suitable host for the Kyuubi

The war finally ended and a peace treaty was signed. A Head Ninja was sent from Kumogakure to sign the peace treaty. The Head Ninja secretly sought to kidnap a Hyuuga to gain the Byalugan but failed and was killed by Hiashi Hyuuga. Kumogakure denied having done so and requested Hiashi's body as compensation for the death of their Head Ninja. Konohagakure not wanting another war accepted the offer, although in the end Hizashi Hyuuga was sent

Iwagakure after so many years of war, finally started a demilitarization process and brought an end to its enmity towards Konohagakure. At the very same time, the 4th Mizukage were probably overthrown in Kirgakure bringing an end to Akatsuki's rule over Kiri. But Suna could not do the same. The people of Suna were jealous of the rich fertile lands of Konoha and planned on conquering Konoha. The Kazekage even met in secret with Orochimaru to discuss plans and according to Ay, it was the Kazekage himself who had initially requested help from Orochimaru. In the end, both the 4th Kazekage and the 3rd Hokage were killed.

Following Tsunade becoming the Hokage, barely any village held any enmity against Konohagakure.

Very detailed post indeed.
Although I feel Hiruzen was too complacent during the Hyuga affair when the Cloud ninja tried to kidnap a Lord's daughter (Hinata) for the byakugan. He should've been more forceful there and rebuffed any claims of blood for blood retribution.

The 3rd Shinobi War had just ended and Konoha probably did not want to start yet another war, considering the fact that Kumi and Konoha almost came to the brink of war during this affair

Attempting to steal a child for her kekkei genkai from an allied village you share a peace treay with; is an act of war. Ay the raikage crossed the line first. It was apparent since the cloud ninja refused to acquiesce to any other demands except the body of the Hyuga who killed their ninja. Hiruzen was probably not up for a protracted conflict due to his age. If only Minato was still alive. He would've put Ay and Bee in their place a second time.
Oh well.

But you need to remember that if Konoha had went to war with Kumo, then Kumo's allies would've used it as an excuse to attack Konoha and would have Konoha referred to as the aggressor.

Kumo denied having abducted the Hyuuga and even if there was proof, the other nations would have ignored it
