Before Hagoromo appeared, it was believed that he created Ninjutsu, but this recent chapter denies it. So the bottom-line is who created Ninjutsu?

I believed that the other person who created Ninjutsu was no other than his brother.

Why?
Because they both received the same power through birth (maybe), and the Juubi was sealed into both of them.
Conclusion:

Hagoromo is the Sage of Six Paths that created Ninshuu.

His brother, the other Sage of Six Paths created Ninjutsu.

possible, ninjutsu in general is using the divine power of the MAKER for combat and war

so, kaguya may have invented ninjutsu because Madara said she returned to the battlefield, and that may have been prior to hagoromo and his brother's birth

What are you guys talking about. Chakra and ninjutsu comes from the Juubi. The SO6P and nowhis brother were the first human born with chakra. Through meditation they learned to use ninjutsu. When people started using chakra for wars it took on the name ninjutsu

well the sage said that he created ninshuu and the people corrupted it into ninjutsu for war. so really has nothing to do with the brother but i'm still wondering why mention him at all unless it's to account for how the hyuga's came about, in which case hinata is about to play a huge roll in what happens at the end.. in my opinion
