Doubt it. Like Kakashi with some of Kurama chakra it wore off when he used he exceeded it's limit when he warped the Hachibi. Same will happen when they keep using jutsu's taxing their chakra.

That was the first time Kakashi gained the Kyubbi chakra but now he says it has improved since last time. The quantity of the chakra is a lot more and even stronger than before.

I do realize that if someone exhausts their chakra supply, it goes away but what I'm trying to say is that eventually they'll be able to recreate that same chakra over time allowing them to enter a similar state as they are currently in.

You don't understand what I mean by permanent. I meant that the cloaks can be activated whenever they need to be and once they deplete, they have to wait until they get restored.

First, in Gara, Kin, Gin, and all other Jinchuriki's case, they were exposed to the beast Chakra+will combo. I am talking about all the genetic material of the Biju. Gaara was being used by the one tail every time the one tail took his body. Thus Gaara after experiencing the Jutsu used by the one tail end up knowing the technique. This explain why Gaara is able to manipulate sand. Sand Manipulation is a Jutsu which as a mechanism just like any Jutsu. This is the same as Naruto and Kyuubi. Naruto after experiencing how Kyuubi share his chakra with others can also come up with a Jutsu to share his chakra with others. I think the same thing happened to Killer Bee who has sealing Jutsu from Hachibi and Roshi who has Lava release from his beast. So my opinion is that the Jinchuriki does not obtained a KKG. Rather, he learned the Jutsu of his beast by observing or feeling it everytime they switch personality either willingly or forcibly. This can be confirmed by the fact that the Jinchuriki can see everything his beast does, as well as the biju can experience everything his Jinchuriki experience. I would not be surprised if Kyuubi could perform Rasengan.

Second, Naruto is not giving Kyuubi's chakra to the Shinobis. Kyuubi even stated it in one of the images you gave. He said that Naruto is the only one who can resonate with his chakra because: (1) Naruto has been his Jinchuriki since he was born, and (2) Naruto is Kushina's son. Clearly, none of the shinobi can tolerate Kyuubi's chakra, and its is confirmed by Raikage's statement you referred to. Thus, you can see that the chakra Naruto is giving to the alliance is Naruto's own chakra as noted by the Sand's shinobi, and also proven by the fact that Naruto is the one who molded it (see your own post).

Third, it is obvious that the Shinobi in the alliance are not receiving any new power from Naruto. Rather, they are receiving a limited amount of chakra. Besides, the manga clearly stated that the chakra matches exactly their unique trait, not Naruto's or Kyuubi's. The only difference is that it is a dense and/or strong version of their own chakra.

Finally, the chakra they received will be exhausted in the same way Minato's and Kushina's depleted inside Naruto. This is obvious since Naruto himself ran out chakra he received from Kyuubi. To conclude, note that knowing the beast power correlate exactly with being exposed to the beast's will, or consciousness or mind. Clearly, none of the shinobi alliance is dealing with Kurama's will as they are not even using Kurama's chakra directly. A similar mistake has been coined by those who want Sasuke or Minato to become Jinchurki because of Kyuubi's Yin. These are mere chakra without will, and therefore do not represent the biju itself. They will be depleted after they are used for sometime.

This can allow these ninjas access to Kyubbi chakra in a pinch although it will be a limited amount before it runs out. Then they'll have to wait until their body can regenerate it again.

A good theory, but i do not think it would happen. Once the war is finished, i just cannot imagine everyone returning to the village having this Kyuubi chakra as their power. It does not seem like it would fit into the story line but plausible.

Probable, but it can be argued against as well. Kurama's chakra depletes and Kurama himself/itself replenishes it and then channels it to Naruto. What or who would accomplish it for other individuals? The chakra is foreign, hence once depleted, how do you expect them to replenish it? Residual affects is probable, but chakra? I doubt it. Nice nice theory though.

What I am saying is that the chakra they have is not Kyuubi's. Kyuubi chakra was converted into Naruto's chakra first. This conversion is the same as mixing Naruto's physical energy+spiritual energy with Kyuubi's chakra and molding a new type of chakra. Of course, you can say that the chakra come from Kyuubi, but this will not be true. It is a whole new chakra.

Second, they cannot restore the chakra after sometime because they don't have the raw material to mold in order to obtain that chakra. The reason is that they were given the final product, not the raw material.

In the other hand, people like Naruto, Gaara, Bee, and other Jinchuriki have been mixing their own energy with that of their biju for a long time to the point that their own energy contain also the chakra of their Biju. It was said that Minato made the seal so that Kyuubi's chakra can leak. Where do you think that leaking chakra was going? Of course in Naruto's chakra system. Thus, even if you take Kyuubi from Naruto, Naruto's body have adjust itself already and will retain the properties of Kyuubi's chakra. This is a very bad explanation, but I think you can take it as a trial.

Concerning Kyuubi's will, it contained all the techniques that Kyuubi can use. It contain his Jutsu and experience. Apart from Naruto who can make Rasengan, no one can do tailed beast bomb even if you give them a Biju's chakra without Biju's mind because only the Biju know how to make it. EVen Killer Bee cannot make Biju bomb without transforming. Well, I am saying that only the Biju can mold his own chakra, and only Naruto can do the conversion.

The chakra cloaks are made from Naruto's chakra, which is what Cee (an adept sensory shinobi) said. So it's not really the Kyuubi's.

Also, Kakashi said the chakra given to him by the Kyuubi was 3x the amount he usually has (when the Kyuubi switched with Naruto and threw Kakashi into Obito). He then said that the new cloak handed to him by Naruto was more robust and stronger, meaning that the amount was far greater than 3x his normal reserves. If your theory is correct, for these shinobi to be able to recreate the cloaks, they'd have to produce an amount of chakra that is at least 3-5 times their own reservoirs, which is simply not possible.

In other words...they can't recreate these cloaks. Gaara was able to manipulate sand and use it after the Shikaku was extracted because he was a Jinchuuriki from since he was in the womb. His chakra had been resonating with the bijuu's his entire life. For these shinobi to recreate the Kyuubi's chakra from Naruto's chakra just from having it for some moments would be really far-fetched.
