It's certainly the third mizukage , because in his short arrival , we can see that he seem to be respected by the population.

The Third Mizukage has a similar feature with this old man , their eyes are closed ( maybe the third mizukage was blind , so he was certainly a great sensory shinobi ). And this old man is very very old , he has without doubt the same age than Tobirama and Muu. So if he was alive during Naruto's period , he would be very very old.

If you talk about Madara Rikudo Mode , i agree.

But if you talk about EMS Madara , no , they beat easily Madara.

Hashirama is stronger than EMS Madara.

So an union of All dead Kage : Hashirama , Tobirama , Hiruzen , Minato , Muu , Gengetsu , Rasaa , Third Kazekage , 4th mizukage ect... they destroy Madara EMS
