Well, Mito was the one who sealed Kurama inside of herself, so Mito was the one who performed the seal. Hashirama and Mito got married, so she gave the info on the technique to Hashirama.
It doesn't make sense for him to develop his own version of the seal, while an Uzumaki like his wife can just show him the original tech

You beat me to it and stole the words right out of my mouth. The Uzamakis was the Progenitor of Fuuinjutsu. People also have to realize that Seals are more than just words flowing on objects it is a lot more. Like the diamond seal on Mito's head which is the same one that Tsunade has. Even the Flying Thunder God technique is a Fuinjutsu type technique. So we can see that the Fuuinjutsu techniques that the Uzamaki's were Masters of has limitless potential.

Great theories everyone but could it be possible since Hashirama was the one to capture the tailed beasts and hand them to all the other countries could he have also the handed them the sealing jutsu as well? It seems he wouldn't have been able to come up with his own sealing tech's if not for his wife Mito's clan's help

Its true hashirama didn't create it, but everything else is factually wrong.

That scroll, may contain fuinjutsu's possibly due to the name, however it mainly contains kinjutsu's in general that may come in any form, example is the taju kage bunshin. That scroll is most likely a scroll passed down the senju clan to the head. The clan was known as a clan with a thousand technique's and its within reason to say that as leader hashirama will be the one who possessed it. Its this that naruto learnt the taju kage bunshin from [ ].

Now Mizuki is wrong for a number of reasons.
Firstly he made a link between the scroll and naruto going of by the scrolls name and the fact that naruto is a jinhcurcki, however he was wrong.

Shiku fujin is a technique that, has been kept so secretive that not even orochimaru another fuinjutsu expert had knowledge off until recently. Secondly, the scroll is something that nobody apart from the hokage will know what is in the content, something that mizuki will have no knowledge of. Thirdly on that night, when then the technique was performed mizuki was no where to be found and the only person who knew that the technique was, was hiruzen, the anbu next to him had no clue, but that is because minato taught hiruzen the technique. Which brings me to my final point, if minato taught, hiruzen the technique that must mean it doesn't exist in this scroll or else hiruzen will know of it

Mizuki's credibility pertaining to naruto's sealing is zero and that scroll played no part in naruto's actual sealing nor would mizuki have any info on it's contents as it was seculded to the Hokage's use which over-rides his claims. No further implication was made on his statement and is at best, non-factual. The Four-symbols/Shiki-Fujin seal which was used to seal naruto (not the scroll) was only known to the uzumaki village and most likely thought to minato by kushina as hiruzen being thoroughly detailed on konoha's jutsu refers to Shiki-fujin as Minato's technique. The Uzumaki's sealing methods (four symbol seal) aren't the only methods by which a bijuu can be sealed.

Since the Uzumaki's were "wiped out" it belonged to Hashirama and later to whomever Hashi left it to in his will...

This one is not rocket sciences it is obvious that the scroll originated from the Uzumaki not senju. If senju did have the scroll originally they would had used it to dominate their enemy the Uchiha and plus it was never stated in the manga Hashirama was the creator of the scroll.
