Going by Kuramas words the Juubi is the progenitor of all life on the planet and the beggining of chakra. Not even Madara knows why only once in a millenium a fruit would appear on the God Tree/Juubi.
To me it all ties up. JUUBI is the first life form that appeared on the planet, the source of chakra and natural energy. When the first life forms were created Juubi/God Tree realised that they would come into conflict and that from time to time a new species must be created to keep the world in check.
After monitoring how life evolves the God tree would acumulate chakra every once in a millenium in the form of a fruit. When the fruit is ripe it gives birth to a new species that keeps the others in check.
Knowing that the princess Kaguya wanted to break the cicle of endless wars the God tree created and eat the fruit in order to gain power herself to stop the wars.

I asume that the sage animals known in the narutoverse were one of the first species spawned from the Juubi and they were likely most special because of their conection to nature. At first might have bein spawned the Frog then some time later the Snake was spawned to balance out the Frog and the Slug balanced the Snake.
Then came all other sentient living beings like humans,animals....etc

In conclusion I think that the God tree fruit was never meant to be consumed in the first place. Its the evolutionary mechanism of the Juubi/God tree.When the fruit becomes ripe it gives birth to a new life form that balances other life forms on the planet.
Knowing this Kaguya wanted to prevent the destruction of man kind so she consumed the fruit.

EDIT: Sage Bijuu's likely could control chakra before humans. Kaguya was said to be the first human with chakra but the sage bijuu's aren't human nor they are ordinary animals.

I find it a bit ironic that the Juubi, the Progenitor is modelled on a plant i.e; tree yet it's parts the Bijuu are connected with animals and the Gedo Mazou is modelled on a demon.

Because one of the main themes behind the World tree myth is the birth of new life.
I mean the fruit not only gives power and knowledge to the ones who consume it but when its ripe its seeds that fall in the earth create new species.
Why else would a fruit appear once a millennium then disappear till a new one appears? :nuts:

As the true God, it is in a sense omnipresent and experiences all forms of life, from plant to animal to human, to ghost etc.
