Only a piece of their chakra is required. Kurama and Gyuku not being there is the reason it starts out in a state different from it's final form, but it will eventually reach the final form.

I had the exact same theory not long ago.
I think when So6P sealed him, he left a little bit of his chakra in him, so should he ever go out of control he'll appear in his consiousness to restrain and seal him. Sort of like Minato.
