Since the Totsuka is not reputed to be able to pierce all things, does that mean it can be blocked?

I'm almost certain it can be blocked. You just need to find something to block it with. Try maybe a mountain, or an iceberg .

No, the databook never even implied it could pierce everything. All it said is that it seals everything it pierces and that its a spirit weapon.

Shukakku was sealed inside a tea kettle. Totsuka will seal any Bijuu if its pierced.

Totsuka is imbued in sealing technique, it can cut pierce and just touch to seal. Like RDS pierced and sealed kurama, like legendary robe touched and sealed cloud fodders, like any most other seals works.
