Keep in mind that this is just a theory. Also, if you come with that argument that Hagoromo would not have given Sasuke power if Sasuke was not pure, please read the last paragraph where this argument is addressed. These are my predicted phases of Sasuke's plan.
Phase 1: Kill Shizune and then genjutsu Tsunade and force her to announce her retirement to Konoha along with some made up explanation as to why she is retiring after only 3 years. Then kill Tsunade. With Sasuke's current visual prowess, this is more than possible. Shizune would be killed simply because she is always with Tsunade. Of course both of these murderess would be done stealthily so that nobody would know who to suspect.
Phase 2: The word of Tsunade's death would inevitably get out to the public. This is where Orochimaru would come in. Orochimaru is already reviled and hated in Konoha as it is. Therefore, he could purposely make himself look and sound guilty of the crime and not be affected too much. What I am getting at is: Sasuke is going to have Orochimaru take the blame for the murder. This will make it so that none of the villagers or elders suspect Sasuke. While all of this is going on, Sasuke will secretly have team Taka (all disguising themselves with transformation jutsu) to terrorize the villagers with small crimes.
Phase 3: Now that Tsunade has been taken care of, Konoha will need a new hokage. Sasuke will approach the elders of Konoha. He will then put all of the elders under genjutsu. Team Taka and Orochimaru will have come to Sasuke and act as if they have all been caught by him and as if their plans have been foiled. Sasuke will have the elders (now under his control) to announce that they chose Sasuke to be the new hokage. The jonin community will all be pissed and they will question why. However, the controlled elders will say that they chose Sasuke because of his efficiency in catching wind of these criminals' plots and defeating them in the very short amount of time that he has been back in Konoha when no other ninjas in the village were able to do so (as well as all of his services in the war). They will say that quick intellect and efficiency like this is key for a hokage. The jonin's, still feeling a little conflicted and suspicious about this, will begrudgingly accept this decision and go away knowing that they can not defy the elders. Sasuke will later quickly and quietly kill the elders.
Phase 4: Now that Sasuke is hokage, he will rule with an iron fist. He will be similar to Danzo. The new hokage staff will consist of Orochimaru and team Taka. Of course this staff will be secret and only known to Sasuke.
Now this is my prediction for Sasuke's plan of action. Now of course we all know that Naruto and the Konoha 11 will be dead set against this and suspicious from the start. Some of the keener jonins like Kakashi (if he is still alive at this point) will also be suspicious. They will find some way to look into these affairs at any given time during the plan and they will eventually catch wind of what is truly going on. Then, all of Konoha's ninjas will start a rebellion against Sasuke.
Sasuke however, will prove to be much too strong for the ninjas. He is one of the strongest ninjas in the world after all. This does not even mention that team Taka and Orochimaru will be fighting on Sasuke's side to quell the rebellion and suppress all of Konoha. Only one shinobi will be strong enough to oppose Sasuke. It is at this point that the long awaited Naruto vs Sasuke will happen. That will wrap up the series.
For those of you that say that Sasuke is pure because Hagoromo wouldn't have given him power if he had such intentions, that is not necessarily true. Hagoromo only asked Naruto and Sasuke what their intentions were after the war, and he accepted vague answers. For instance, Naruto just said "I just wanna protect my friends". If that was acceptable, then Sasuke could have easily just said something like "I wanna change the system and show this world what a true kage is". That would have sufficed. Therefore it is wrong to say that Hagoromo wouldn't have given Sasuke power if these were his intentions.
