That's exactly what he did to yagura. No reason it couldn't happen to hanzo. Tobi manipulated nagato a tradgity like I think madara manipulated Obitos tradgity (loosing rin; I believe it was genjutsu or white zetsu copied rin and attacked kakashi making him counter attack)

I think its completely plausible for something like that to have happened, after all he did comment in the battle against Konan after Pein had been killed that he was the one who gave him the Rinnegan and all he was doing was taking it back, right before killing Konan. So what you're saying is probably very plausible. He probably had his hands in Nagato/Yahiko/Konan's business far longer then they ever realized.
