We know that by legend, Rikudou Sennin on his deathbed was able to create a moon.

From Nagato's statement, Rikudou used Chibaku Tensei in order to create the moon. What does that mean? It means he literally had to take a large chunk of the earth's continental crust to shape the moon. Now you may be asking, where am I going with this? In order for Rikudou to raise the chunks of the earth to the moons height would require something called Earth's escape velocity. Without Earth's proper escape velocity, it would be impossible to even raise a mass that large to that height without fall.
This is the formula for escape velocity. G stands for the universal gravitational constant, M stands for mass of the planet and R stands for the radius of the planet (in meters).
Earth Diameter = 12,742 km (6,371 km radius) (6,371,000 meters)
Earth Mass = 5.972E24 kg
The universal gravitational constant is 6.674E−11 N·(m/kg)^2.
Escape Velocity = sqrt((2*6.674E-11*5.972E24)/(6371000)) = 11,185 m/s
Moon Mass = 7.34767309 × 10^22 kg
Hagoromo's CT kinetic energy with Earth's escape velocity = 0.5*7.34767309E22*11185^2
0.5*7.34767309E22*11185^2 = 4596124737389026250000000000000 Joules = 1.09 Zettatons of TNT equivalent

Manga facts and author perspective suggests that prime Hiruzen is truly the strongest character in the story. What does that mean? It means that prime Hiruzen is stronger than the Hagoromo! So because prime Hiruzen is stronger than Hagoromo, then prime Hiruzen should be able to output more energy than the Hagoromo himself via logic and powerscaling. Thus proving that Kishimoto suggests that prime Hiruzen is planet level.
