Hello guys, I would like to show you my theory about tittle/monicker "God of Shinobi" given to Sage of six paths, Hashirama Senjuu and Hiruzen Sarutobi.
Sage of six paths/Hagoromo Otsutsuki:
^^ Actually it even arguable that Sage of six paths was compared more to real almighty God instead of just Shinobi God.
Hashirama Senjuu:

The reason is here:
This brings us two different interpretations:
1) People considered Sage of six paths's power and Hashirama's power as fairly tales or people forgot about them. Either way it probably seems impossible to imagine for people so hardly believable.
2) The monicker "God of Shinobi" is given in each Shinobi generation as tradition. The moment Sage of six paths was not present in the world then Hashirama Senjuu was given this tittle and after Hashirama's death... Hiruzen Sarutobi got this tittle.
Now Manga clearly has shown to us that past generation of shinobi are stronger then current generation of shinobi as God's lineage/blood was diluted over time, make people weaker. Naruto and Sasuke can be only expections.
However it is still interesting for me..., what you have to do to recieve this monicker "God of Shinobi" ? Be incredibly skilled, known in the word, famous for some technique..., being the best in one area ? Honestly I don't know myself.
One thing is certain for me: The First God of Shinobi > The Second God of Shinobi > The Third God of Shinobi.
In other words, tittle "God of Shinobi" most likely means you are the most powerfull or skilled shinobi in YOUR Generation
That why even without tittle of "God of shinobi" shinobi as Madara, Izuna, Tobirama can be stronger or more skilled then Hiruzen Sarutobi, because Hiruzen's generation was much weaker then Hashirama's generation.
