I think this bastard orochimaru planned this long ago.. He knew Tobi was obito.
and would be obey if Kabuto showed him madara..
Brining anko to the hideout is the perfect oppurtinity to grab some sharingans, and a rinnegan.

Then sasuke came who want to know ''answers'' This was the perfect timing for oro to revive the kages and gain a good
body... a senju body. sasuke give him the best way to get his arms back...

The only thing he have to do know is go to the hideout and get the sharingan and rinnegan..
