Hello ladies and gentleman... was talking over the recent chapter with several friends on the base, and one center of debate was the Mizukage's assistant. Unlike everyone else present, this guy is A) brand new and B) Someone who did not go on to become the Second Kage of his village (where all of the other present assistants did become Kage (yes... even the Tattoo guy.. he's the Nidaime Kazekage if you look back at the sculpture during the Sakura and Chiyo vs Sasori fight: Chapter near 257 I think).
As we know, Kirigakure is known for their brutality, assassins, and their title as the "Bloody Mist". However, we've never really had an origin of why precisely they are the Bloody Mist. It is not like they are the only village pulling assassinations. However, with the new chapter revealing the Mizukage's aid to be someone completely original, it is plausible that the origins of the Bloody Mist arise from succession to the Mantle of Mizukage. Their stealth oriented jutsu and notoriety only adding to this claim.
My guess, is that near the end of the Shodai Mizkuage's life, this "Orochimaru" appearing individual was likely the next in line for the title of Mizukage, but during the closing moments of the Shodai Mizukage Neptune's the position was taken by force through a coupe. However, before I go into that, let's analyze the idea of attempted coupes and assassination in Kirigakure's History.
Kirigakure's Bloody Trend
We know that Kishimoto loves to play on themes. Kirigakure's theme is that of the Mysterious village, and the one that carries out the merciless assassinations. However, another trend within the village itself is the idea of keeping information classified, as well as having constant power struggles.
1. Zabuza: As many may recall, Zabuza became a rogue
2. We have Mei having replaced Yagura. Judging by the way she spoke of her predecessor,
3. We even have Kisame
4. While not to point it out specifically, it is good to note that the entirety of the Greatest Generation of the 7 Swordsmen have received a very negative reputation for being very sadistic individuals which is exploited in the anime.
The point is, Kirigakure has a notable trend of having lower ranking members of its village assassinating the leaders, and having information noticeably being kept on the down-low.
Now who would have the brazen audacity to go at an attempt to assassinate Mizukage Neptune-Dono despite his sketchy looks?!
Trollkage Nidaime Hozuki Mizukage
Aside from his Epitaph of "Trollkage", we know that the Nidaime Mizukage is a man of war. Firstly we have the
Firstly, as I mentioned before, if one observes the Aids to the Kage present, literally every one of them became the Second Kage of their village except our "Orochimaru" Kirigakure shinobi. Considering the trend of Kirigakure politics, I wouldn't say it is out of question to suggest that Trollkage rolled out the white carpet, and proceeded to soak it a pool of betrayal.
1. Trollkage is noted to be a Tyrant of Battle Lust.
2. He's noticeably confident in his abilities... constantly arguing he was the strongest at the Fourth Division war zone.
3. Kirigakure has a bloody political history.
Continuing off of this, I will assume that one of two things happened pending who this unknown Kirigakure shinobi truly was.
1. He may just be a filler shinobi placed just for Kishi's entertainment. As such, he was likely assassinated alongside Mizukage Neptune-Dono.
2. If he really is some relative/grandfather/father to Orochimaru, he may have fled the village fearing the wrath of Trollkage. He may have wanted revenge or to return one day to take over. As such, he maintained loyalty to Kirigakure, and so he festered deep desires to destroy Konoha... possibly acting as an inside agent, and passing this along to his descendants (Orochimaru). It would make sense considering that Orochimaru seemed negligent to explain why he wanted to destroy Konoha... it could very well be his parents were discovered to be in a lineage of loyal Kirigakure sympathizers, and were assassinated/murdered for treason. At this point it is mere speculation.
3. He may have even just decided NOT to stand against Trollkage.
However, either way, Trollkage likely would have proclaimed himself as the Nidaime Mizukage. After his subsequent death one of two things also may have happened.
1. After his death, Yagura may have tried to honor the origionally intended Second Mizukage, and proclaimed the Fourth (effectively placing Trollkage as the Third in reality).
2. If this unknown truly did nothing, he simply became the Third Mizukage... probably later being killed to set up the Puppet that was Yagura.
Why this even matters...
Some probably think, *Peter Griffin voice*, "Oh my god... who the hell, cares?!" Well firstly, learning more of the Narutoverse and history concerning it is always something that's of value. Additionally, however, it would go a long way to helping establish some points that were hard to track in Kirigakure's history.
As we saw during the mission where Rin dies, Kirigakure Anbu refer to themselves as the bloody mist which seemed out of the time period considering it was supposed to be Obito controlling Yagura (founder of the "Bloody Mist"). While realistically that could have been under Yagura's rule (controlled by Madara), the notion of this constant betrayal would have already established the Epitaph for a "Bloody Mist". Hence, the phrase is not truly out of context. This idea also helps add on to a theme. Kirigakure revolves around the assassination to succession and the violent criminals it has produced: Zabuza, Kisame, the other Swordsmen of the Mist, Obito manipulating Yagura, Anbu Mist having no care to mercilessly kill children, etc.
Finally, it also plays on the theme of change. As Naruto has grown through the shinobi world, it has begun to change. We saw him change Zabuza:
Conclusion
In short, I think it is plausible that Trollkage staged a coupe and took his reign as the Nidaime Hozuki Mizukage. This is going off of the premise of only Kirigakure not having an aid that became Kage. Additionally, with the recent parallels people make between Orochimaru and this Kirigakure shinobi, it could show that he may have fled during the coupe, but maintained loyalty to Kirigakure.... possibly spurring a desire to serve Kiri in secret and thus harbor hatred for Konoha with subsequent generations. At the very least, it helps establish the trend of assassination and mystery that seems to be a reoccurring theme in Kirigakure, and establishes the concept of the "Bloody Mist."
Thanks for taking the time to read any part of it you may have done ladies and gentleman. See you around the base!

We now have Kirigakure seemingly breaking the Cycle of assassination (similar to the cycle of hatred) with a far less aggressive Mei, and more kind hearted 7 Swordsmen like Chojiro. Even the citizens had a gentle and cheerful personality as opposed to one that would befit the mindset of the Anbu Mist. Conclusion
