Theory on Yagura becoming a Perfect jinchuuriki

we all know that Yagura became a perfect jinchuuriki. but how? i mean,in order to become a perfect jinchuuriki,one must become friend with the bijuu.Naruto and Bee did it with the help of Kumos chamber. how did Yagura(hidden mist shinobi) become perfect then?

i think there are 2 possible scenarios

1.as Kumo attempted to steal power from other villages(byakugan from konoha,Kyuubi from konoha(this was prevented by Minato)), they might have stolen it from Kiri.

2.Kumo and Kiri were allies and thus Kiri taught them some and also helped them in constructing the chamber and waterfalls of truth.

Or maybe Yagura and the bijuu just got along. Maybe his will was more powerful then the bijuu's. I don't think becoming a perfect jinchuriki requires the waterfall of truth or simply friendship. Maybe he didn't need the waterfall of truth to know his true self.

I'm pretty sure the only reason he was considered a "perfect" Jin was because he was literally the only Jinchuuriki of his time that didn't go on a rampage. Every other one let the tailed beast out and reek havoc on the villages they were in. On top of it, Yagura was a Kage, so maybe he was just considered a perfect Jinchuuriki because he amounted to something so high and didn't ever let the 3-Tails attack his own village WHILE he was the host.
