Obito is not even close to minato. Yes Obito also uses S/T Jutsu but his one isn't meant for speed it's sole purpose (Obito's eye) is to make the user invincible on the other hand Kakashi's eye had the ability to erase, destroy everything. Obito's Sharingan works in a way like Itachi's Susano'o Yata Mirror defense and Totsuka Blade offense. It has nothing to do with speed.
