i think i have a idea what the jutsu he had planed. minto created the reaper death seal i figured it may be similar without taking the users life. the jutsu function may be to acess the death gods stomach and summon the souls of the shinobi there without making them physical beings unlike orochimarus impure world resurection . mainly by channeling there spirit the user can use there power making him sevearly over powered. for example naruto with this jutsu could gain the skills and strength of the four hokages to use as his own 4 a short spell of time. the only drawback though to minto creating the jutsu was chakra. by sealing the nine tails in naruto his son would have the chakra reserves to acomplish this jutsu.
