In summary my theory is that Ogre is the same titan that made its way in wall maria in the beginning of the manga. This Titan vomitted Kuklo mother with Kuklo still in the wound. This somehow fused Kuklo with Titan DNA and gave him latend abilities. Ability to turn into a titan which will be revealed in later chapters. I also theorize that Ogre knows who Kuklo is by his scent and may see him as a son, so he will avoid killing him and protect him to a degree.

~ yet here Ogre runs past him and goes for Cardinal, which is a more difficult catch because he is hanging high up. Kuklo would have been a sure thing, so why ignore him ?? ~
~ Next Ogre noticed the five meter titans about to pounce on kuklo hanging from his back, and just before they can he turns around and trips the titans. ~
~ The only time ogre attempted to attack Kuklo was when retracted his manuveur gear towards the wall, but you can argue he was giving him a boost. ~
I think Ogre is one of the first intellectual titans, maybe. But he is the titan from the beginning of the manga, and he vomitted up Kuklo mother, then he was born. So I believe this gave Kuklo Titan Shifting abilities (latend). I Think Ogre knows who Kuklo is and protected him. Last I think Kuklo Titan form will be the form that Eren uses today !
