Hello, this thread may not seem as captivating as my last theory but it is still is interesting. And I decided to try out this new font lol.
EDIT: The latest chapter showed that each brother's presence was indeed felt at the 5 kage summit! (But through Naruto's perception)
Though Hagoromo created the Tablet, Indra still left clues on it as well.
Well some of you probably will say this is irrelevant/worthless;
But I was reading some old chapters and noticed albeit a small yet peculiar similarity.
Basically it was something about this Demon in the background during the Mangeyko Secrets Reveal
The first time they show it nothing is really special.
But the 2nd time I noticed something similar to Indra's Susanoo.
They both have horns in the exact same place:

So this got me thinking that Indra's hatred actually directly affected Sasuke's cold character at one point.
The sage already stated that Indra's chakra transmigrated over time, meaning it must've influenced countless Uchiha.
But I believe this is the a hidden factor behind the Mangeyko planned by Indra:
Now you may be like, "This is obvious" and "how is this important?"
Well the answer is:
Indra wanted future Uchiha to gain the EMS so they could read his tablet and enact his plan to thwart his brother's ambitions.
Indra was most likely the one who created the tablet and Hagoromo brother probably did not create it.
Now Indra went to extremes to go with this plan and knew that the future descendants of his brother (Senju) wouldn't allow his ploy to take place.
So using the power he gained from inheriting the Sage's "eyes" or somewhat visual powers,
he used Inton and Yoton for enabling Amaterasu and Tsyukomi in his eyes.
In general, the databook stated that they each technique represented Inton/Dark and Yoton/Light of the world.
Well I mean it would make sense:
Indra was shown to be of the Crescent Moon;
So in order to go against, this he awakened Susanoo.
This is the reason as to why it would rival the Bijuus. (aside from being OP)
So what is my points with this? Susanoo may be Indra's manifestation; maybe spiritual perhaps.
Or the databook states that Susanoo is a "guardian warrior", well I believe it may merely be Indra's chakra manifestation that transmigrated through time. So this then becomes, "the caster's guardian."
Madara's Perfect Susanoo also shared similar hair sides with Indra:
Next and Specifically, he mastered genjutsu for his goal was to control the Kyuubi, the strongest Bijuu.
Conclusion from this:
So all in all, Indra set up all these tactics knowing that over time the Mangeyko Sharingan would lead to the acquiring of the EMS enabling a Future Uchiha to read and carry on his plan inscribed on the Uchiha Tablet.
In other words the one who is doing this is Madara Uchiha at the moment.

In this scan, Hagoromo apparently tells Naruto that he too must've sensed Ashura's presence.
But in reality regardless of that scan, both Indra's presence and Ashura's were sensed once in the Manga before by Karin.
Sasuke's Darkness of chakra equated to Indra's as he was shrouded by it after obtaining the Mangeyko:
Naruto's warm chakra equated to Ashura's kindhearted being:
Sasuke and Naruto are each of the brother's representation and are fated to end this conflict.
