I believe Obito has no busness with Madara. If anything he wanted to use Madara as much as possible(Madara was his mentor teaching him almost everything for example) and leave him dead. Since the beginning, he never really wanted to revive Madara. He said it himself he never meant to be his friend from the start:
After listening Madara's plan, he probably thought himself that where is the need to revive a dangerous threat like Madara if i can carry the tsukuyomi plan by myself?
I think after that, smh he saw Itachi's potential and made his approach on purpose. After the meeting, he became Itachi's mentor.
In his head at that moment, he wanted Itachi to carry on the infinite tsukuyomi since he can use it. But he probably noticed that Itachi became a threat or/and was weakened because of his desease, so he had to choose someone else
Since the only other Uchiha alive was Sasuke, he started to look his potential, potential he indeed saw coming even seeing a more eye potential than Itachi's
From there then, Itachi wasn't useful anymore, but instead wanted Sasuke as a pawn for his plan. Somehow Itachi knew it, reason why he used Amaterasu thru Sasuke when they met in order to stop that
Obito had no other choice then to win Sasuke over with time by manipulating him and lying him(the fact he said he wasn't the one who attacked the leaf 16years ago was part of that)

I think it's Obito's plan. He wants Sasuke's eye power to increase and when the time come, sync him with Gedo Mazo(who we know now is Juubi) to perform the infinite Tsukuymi
Tobi watched the fight between Naruto and Sasuke in part1 thru Zetsu, so he probably knew he was his best friend. It's probably at that moment he really saw his great potential coming
And when the time come, he makes him the Juubi's Jinchuriki instead of Madara
