I agree with you that Obito does not want to kill Kakashi but not for the reasons you stated. I think this is about him trying to absolve Kakashi of his guilt. He's not trying to make him feel more guilty he's trying to make him feel less guilty. I think he's trying to make Kakashi understand why he's doing what he's doing. He wants to win Kakashi over.

We know that will never happen but I guess Kishi want's to give Obito his say to the only person left from his old life that he had a bond with. They were team mates and rivals kind of like Sasuke and Naruto. If he hated him as much as we thought he would be taking advantage of Kakashi's guilt to beat him. If winning was all that mattered to him he would be trying to get Kakashi to wallow in his guilt. I believe he's trying to make Kakashi understand why he is doing this thing. He and Madara just use each other but Kakashi is the only person left he had a bond with.

He was angry that Kakashi did not keep his word but most of the anger seems to be focused on the ninja system now instead of Kakashi. His anger at Kakashi might have been for Madara's benefit. After Nagato died taking hopes of rinne tensei with him Obito knew he was going to betray Madara because he did not want to sacrifice his life for edo Madara to become jinchuriki of the ten tails. After Obito speaks Kakashi will probably get his turn to try and turn Obito's thinking.
