Theory:The Sage Of Six Paths had the ability to cast jutsu without jutsu signs.
1st..What are Handseals and what do they do?: By forming hand seals, the ninja is molds their chakra to cast the desired jutsu. The exact amount of chakra necessary to perform a technique is manipulated through hand seals.
My theory is one gains the instacast ability by having superb chakra control. and can only maintain this ability as long as they have a vast chakra pool to make up for wasted chakra from not using seals.
Ninja A uses a Katon jutsu. He uses jutsu signs because his chakra pool is lower. Say it would cost 20 points out of his 100 points. he payed 20% chakra to cast the jutsu.
Ninja B uses the same Katon. But does not use any signs. lets say he has 1000 chakra points in his pool. he has a higher chakra pool so he just relies on his chakra control to gather and shape the chakra. but , pays the 200 points of chakra because he did not use hand seals to gather the chakra.
both ninja take a 20% loss in chakra. If ninja B uses jutsu signs then he would only lose 2% his total chakra chaka. but because he has the pool and control he can insta cast and not be effected to badly.
BUT! If Ninja B uses hand seals, he needs less hand seals because he is controlling a smaller percent of his chakra. ( 2% in stead of 20%) He can gather the chakra needed for the jutsu faster thus needing less signs.
Example #1: Tobirama, The best Suiton user.
Kakashi and Zabuza using the same jutsu at the same time, GOING H.A.M! with the hand seals. Each kanji is the name of the respected seal. counting the characters will show you how many signs were waved. 44 hand seals in total are completed for the Water Dragon Jutsu. (

With that said, in theory with expert chakra control you can instantly cast jutsu. if you have or vast chakra pools you have the less handseals you need to perform jutsu and can maintain insta-casting jutsu for prolonged periods of time.
Example #2: Kakashi. manipulator of raiton. not the strongest raiton user, but in terms of control he is the man.
Kakashi does not have vast chakra so he cannot continually insta-cast raiton.*Though he cannot spam the raiton insta-cast, he is capable of doing it and its been proven over and over in the manga. This is due to his advanced control over raiton.

Raikiri's Seal Sequence:
Raikiri is an enhanced and concentrated form of the Chidori. The Chidori is already powerful on its own, the Lightning Cutter requires better chakra control, which is exemplified in its appearance.- Narutopedia.
Raikiri requires more chakra control. and just as my theory supports, requires less jutsu signs to perform. Kakashi's expert chakra control can also be proven by his use of rasengan, the most complicated form of chakra manipulation. because kakashi can use rasengan we can safely say he is advanced at molding and controlling chakra. His control is the main reason he can insta-cast raiton. He has also been proven to manipulate the shape of his raikiri as well, further proving my point that he is an excellent raiton chakra contoller and manipulator. Which is why he is able to do this...

Dispell, then his raikiri and ignite it up again with no hand seals.
Here as he is about to finish him he once again insta-casts Raikiri
And last but not least the first time he was shown insta-casting the jutsu back in part 1
All due to his chakra control.
In conclusion. The more chakra control you have the less hand seals you have to make. with enough control you may not need any hand seals at all.
