I already know he is well above kage level but im just saying kishi is using DBZ’s method of showing how meaningless power level and rank are in the face of will, determination ......................................... and

Um...how is this a theory when it is a fact everyone knows about and a fact no one argues against? He has such a low official rank because he left with Jiraiya to become stronger thru training, and he has been training and training non-stop ever since.He hasn´t really been hanging in the village too much.Always a new training or saving people everyone knows that and everyone is aware of that.

Also everyone knows that there is no point in having him taking exams to get a better rank since he is now overpowered.

He could easy accidentally Kill somebody with a punch..... KM BM Sage mode (oh God Instakill) Rasengan... He is too deadly. Even ANBU people would just get destroyed by his SM alone..
