personally, he is the most practical in using his speed. considering how without any special clan techniques, enhancements, or large chakra reserves he can solo platoons of soldiers, he can very well hold his own against fast ninjas like A, Obito and Gai

and now since he is back, he can actually show why his hype is so big

Well, since the manga has said numerous times that he's one of the fastest characters (regardless of whether it's base speed or teleportation), there's not much you could argue with. It would be like arguing with Kishimoto himself.

I understand how teleportation might be seen as 'cheating' in a way, but it does technically count as speed. He goes from point A to point B instantaneously, regardless of what method he uses.

the Flying Thunder God Kunai are custom-made kunai utilised by Minato Namikaze in conjunction with his Space–Time Ninjutsu: the Flying Thunder God Technique. They differ from a standard kunai in that they have three blades instead of one and on the handle (which is thicker than normal) is the "marker" for Minato's teleportation ability; Minato also said that these blades are bit heavier than a normal kunai. The prongs on them also makes it more deadly in melee fighting

So then minato isnt. A very fast ninja sense he uses teleportation seals like space-time that doesnt make him......fast

So the real fastest ninja might just be A and naruto if you say minato teleportation justu counts so that really means obito is the fastest ninja since

look at this image both of them rushed to each other but look at tobi and the kunai they looked like suspended animation while minato gains his distance against his kunai. minato is faster than a kunai that he throws

Even without the FTG, Minato has shown incredible feats of speed mentioned above (fight with Obito/Kyuubi), as well as his reflex speed saving baby Naruto in chapter 501 (pages 3-4). I believe he would be ranked top 5 fastest regardless of FTG or not.

He is fastest from point a to point b via instant teleportation. How is that not the fastest. If you have even seen both obito and minato teleport you'd know that minato teleports faster but obito can teleport without seals and teleport body parts. Minato is the fastest but obito's teleportation is superior in a sense.
