This theory is based on a major plot twist I was thinking could happen in the following chapters.
The most recent chapter has shown Madara revealing his 9TR and beginning the Infinate Tsukuyomi on the moon.
My Theory
TL;DR
My theory is that Madara's attempt at activating the Moon Eye's plan is going to cause the revival of either Kaguya Ōtsutsuki or Hagoromo's Brother.
Keep in mind that I've already stated this theory around the time Madara 1st became the Juubi Jin and Hagoromo had told his story.

My Theory
My theory is that Madara's attempt at activating the Moon Eye's plan is going to cause the revival of either Kaguya Ōtsutsuki or Hagoromo's Brother.
It could be that Kaguya was never dead in the first place and was sealed in the center of the Moon itself by Hagoromo's Brother or Hagoromo himself.
What we know:
How powerful Kaguya was from the words of Hagoromo himself.
Madara created an anomaly by abandoning Indra's path in attempts to gain more power. and get closer to Kaguya and Hagoromo.
Hagoromo implies that Kaguya may of lost control of her powers at some point
Hagoromo predicts that the same thing will happen to Madara and explains how the Infinite Tsukuyomi works.
That the Tree, who we thought was just a sentient manifestation of Chakra with no form intelligence. Can talk, is aware of the situation and is actually cooperating with Madara.
Unlike what he did to Obito who actually had to fight with the Juubi for control.
With that situation, I believe that the Tree willingly let himself be absorbed by Madara the 1st time because of his connection to Indra and his ascension to becoming more like Kaguya..
The holy tree could be aware of this by sensing Kaguya as the closer Madara got to the moon. The tree may wish for the moon plan to be activated, reviving her and finally allowing the tree to take all of what belongs to him.
If you're wondering why I believe that Kaguya is sealed in the Moon. It's because she was simply too powerful to be killed and the only way the Hagoromo could defeat her was to seal her in the moon.
It could of been around the same time that Kaguya lost control of her powers that she was vulnerable enough to be sealed successfully. Hagoromo could of presumed she died and did not think of her ever being a threat again. Focusing more on giving Naruto and Sasuke the tools to stop Madara.
Another reason why I believe she's sealed in the moon is because the fact that normally you cannot mirror cast Genjustu on inanimate objects like the Moon, which is basically a giant rock.
Madara's eye could be resonating with Kaguya's as it was said on the tablet
Madara could just be playing right into the hands of the Juubi and Kaguya.

About Kaguya being the RDS, it could be that it is only her body that is sealed in the moon and that her spirit had taken influence over it. RDS was also created with the help of Uzuamki seals who are very close to the Senju and Hagaromo's family.
