Theory:Madara Uchiha=3rd Mizukage

I think Uchiha Madara was the 3rd Mizukage. This is the reason why the 3rd Mizukage hasn't been revealed. He took over after the 2nd Mizukage died, and ruled over sometime. It's during this time he unlocked Rinnegan. He died mysteriously here, but not before handing over the rule to Tobi, who manipulated the 4th Mizukage. It's fairly obvious that Madara and Tobi are working together, its been this way from the start.

I highly doubt that the Mist would allow Madara Uchiha to be their Kage. Also the rest of the ninja world would figure out that Madara Uchiha didn't die at the Valley of the End

I personally think that Madara and/or Tobi couldn't control the Third Mizukage because he was too powerful, so they killed him and made sure the village elected Yagura as the Mizukage to control him. I think that Kabuto didn't revive him so that he wouldn't reveal the details of his assassination at the hands of Madara because that would be the last thing he remembered before he died

I'm still thinking back to when Tobi revealed himself to Kisame. That, and when Madara was ressurected saying that it was " His " doing, are major clues.
