Many people have speculated that Kurama is currently only at half power because Minato sealed half of its' chakra inside the Shiki Fuujin and Kurama himself inside Naruto afterwards, however I don't think this is the case, whatever chakra Kurama lost before he most certainly have regained already.
Think of Kurama's chakra as the Human Liver:
The liver is the only major organ in the body capable of cell regeneration, that's why in liver transplants you only take a part of the donor's liver unlike other organs wherein you have to take the whole organ in order to be transplanted. Remember Prometheus from Greek Mythology? the Greek Titan who was bound to a rock where each day an eagle devours his liver only for it to regrow and be eaten again and again:
I think the same mechanism can be applied to Kurama's chakra, whatever chakra he lost he had already regained as time passed by, the reason why Minato only sealed half of the Kyuubi's chakra inside Naruto is because he was still a baby and would not have been capable at that time to handle the enormous chakra burden of being Kurama's Jinchuriki:
Since Yang is easier to control than Yin, Minato chose the Kyuubi's Yang Chakra to be placed inside Naruto instead of the Yin:
Let us assume this circle represents both the Yin and Yang chakra of Kurama, let the red part symbolize Yin and the white part symbolize Yang. Now After Minato took away the Yin half, only the Yang chakra of Kyuubi remained:
But if we apply the same principle of liver regeneration, Kyuubi's Yang chakra would have already regenerated after the elapsed time of 16-17 years since its' sealing inside Naruto. Therefore, his chakra was remade, only this time it's full Yang:
So in summation, Kurama is at full power, not half since he has regained the power he lost since the time he was sealed inside Naruto, only this time he is fully Yang chakra, the "Yin Kyuubi" does not exists as a different entity that is purported to have been sealed inside the Reaper Death Seal, if you look at the recent two chapters, there is no evidence or hint of an entity other than the Four Hokages who emerged from the unsealed Shinigami, and also, it's worthy to point out that Minato had shown no signs of distress or worry in regards to the release of the Yin chakra, surely he would have been distressed if such a power fell into Orochimaru's hands or it returned to Kurama and make him feral, it's because the Yin chakra was already dissolved inside the Shinigami a long time ago, think of it as a tree and its' fruit, the fruit you picked and ate from the tree is dissolved inside your stomach while the tree regrows the lost fruit in time.
If there is a "Yin Kyuubi" then why didn't it emerged from the Shinigami's belly? and why didn't Minato showed signs of distress that it would return to Kurama and possibly make him feral? He was even talking casually and comically with Hashirama, why? because there is probably no "Yin Kyuubi" to begin with, it was merely energy that dissipated a long time ago.
Regarding the matter of Kurama's former and current size, the physical manifestation of Kurama is different from the psychic manifestation of Kurama that Naruto encounters inside himself, so comparing the physical size of Kurama prior to his sealing to the size of his psychic form that Naruto encounters inside himself is immaterial and irrelevant.
