I don't think it's necessary to bring up manga facts for this theory:
1- As a kind of strategy: After all, this is a war, and to win in any war needs strategy; therefore, I think Minato and other members (including kages, Taka,...) have come up with a strategy in which any of these members comes to scene from a different side.
2- As a kind of excitement: after all, there are big ones. Kages who are the most interesting and powerful ones, the ones we've been waiting for their unique powers and show. On the other hand, it's obvious to us that one of the most important elements of manga is its excitement and entertainment. All said, I think it's more epic if each of them have a distinguished entrance and show into battlefield.
