It's not specifically stated that you need the Rinnegan. Either way he has edo Madara under his control if he ever needs to utilise the power of this dojutsu.

nah, I think Kabuto figured out the next Sahringan mutation based on theories. In other words he was guessing, The Madara Edo Tensei helped confirmed that AND lest everyone forget Sasuke is the last LIVING Uchiha along with "Tobi" Kabuto just wants another guinea pig. Kabuto knows Tobi wont hand Sasuke over so its likely he has a back up plan. As for the illusion world you speak of, I get what you're saying, especially the part about Oro being sealed yet Kabuto still having part of his essence, however I dont agree that the Genjustsu illusion (and I believe you are really talking about the Tsukyomi) and that world you speak of are the same.
