I think the reason a jinchuriki can never use the Demon Dead Consuming Seal is because if a jinchuriki were to use it, it would only worsen the situation because the bijuu within them could be released upon their death or stop the process entirely. Therefore a jinchuriki has never been able to learn such a dangerous technique because it would endanger their village.
Also i think the reason that nobody has attempted to use the Seal on the Juubi is because there is simply no one strong enough to seal it. Remember the seal is only as strong as it's user. If you recall, Minato was able to seal Kurama with a fair amount of difficulty, despite Minato's huge chakra capacity, and only with the help from Kushina's special chakra chains was he able to completely seal him. Hiruzen on the other hand could barely seal Orochimaru's arms. This is because Hiruzen was at the frail age of 69 and although he was such a great shinobi, he simply lacked the raw power to seal even Orochimaru.
Now if great a great, in prime, top tier shinobi with support, struggled to seal even Kurama (Kurama is considered child's play when compared to the Juubi), how can anyone other than a SO6P tier shinobi seal him?
It is for this reason that i think that Seals are only as powerful as the shinobi using them, and this is why only the Sage of Six Paths was able to seal the Juubi, he was known to be as powerful, if not more powerful than the Juubi

If I remember correctly he never saw them and noone ever told him about them

Do you think it is possible that he stated only a non Jinchuruki could use it, is because if a Jinchuriki did use the Death Reaper Seal, then it would create chaos as the tailed beast sealed inside would be able to break free (after however long it takes for it to break out)

IMO minato never died bcause of rds but because of lack of chakra . Its not easy to seal a taild beast and upon that he splitted kurama's chakra so that it can fit in lil naruto's body. This might have taken a lot of chakra as we have seen him sweating on maintain the seal in kushina's body during childbirth.

Hmm, didn't read it all, I need to sleep now, but a short comment, Kushina taught Minato the seal. No knowledge is known, of how Hiruzen learned it, but I'm guessing that Mito knew it as well, and she taught it to Hiruzen (and possibly the 1st and 2nd kages). I believe it was some kind of law/rule they made, when they included a jinchuriki in the village. It would be the hokages responsibility, to seal it, if it ever went on a rampage in the village.
Also the theory, hmm, I saw a thread a while back, after discussing with some guy, he came up with a good explanation, though I don't remember, it was a lot shorter, and made sense to me xd anyway gonna sleep on it now.. Am too drunk.
