Honestly, I thought all of this was pretty obvious in the series, but after seeing multiple off-the-mark discussions, I figure I may as well create it:

Zero Division whats-his-face spells it out fairly clearly that Ichigo and Renji have a fundamentally flawed relationship with their Zanpakuto -

Which leads us to the recurring theme in the series, working back, we start out with the formation of Mugetsu:

In order to use Mugetsu - Ichigo must become the final form of Zangetsu.

A Zanpakuto is the manifestation of the soulreaper's spirit and will. The Zanpakuto is the soulreaper. The soulreaper is the Zanpakuto.

Ichigo, somehow, has yet to understand this relationship, and this is exactly why he was unable to succeed in his test with the Asauchi.

Further, Ichigo is missing critical knowledge of himself and his powers (namely, that he's part Quincy - though that should have been relatively obvious from the beginning, too... he had -potential- as a soulreaper, but his ability to see spirits came from his quincy lineage). This shuts him off from being able to fully form that relationship with his Zanpakuto.

It's as simple as that. Nothing to do with not being a 'real soul reaper' - and everything to do with his complex history compounded on top of his somewhat dimwitted nature and inner confidence issues (he looks to his Zanpakuto as a separate entity, still, as opposed to realizing it is him).

Well, the full-bring powers are supposed to be from being "touched by a hollow before being born" or something like that So it can be totally unrelated
Perhaps his mother was attacked during the pregnancy.

"However, they differ in that they each have a parent who survived a Hollow attack before they were born. As a result, traces of the Hollows’ power remained in their mothers’ bodies, which were then passed onto them at the moment of their birth."

Perhaps his mother was attacked during the pregnancy.

Though, honestly, I was not expecting him to receive two zanpakuto. I was expecting him to have more along the lines of a zanpakuto with the ability to use quincy abilities as a sort of overlay, rather than manifesting as their own zanpakuto.

I suppose he still has his visored powers? Perhaps his improved self-awareness enhances that, as well (because he's not stupidly overpowered enough as it is).

... The translation of Getsuga Tensho is "Heaven Piercing Lunar Fang" ..... and you know how cliche destroying the moon is in anime, anymore....

His Hollow powers and his Shinigami powers are one in the same. So yes, he still has his Hollow abilities
