I'm not asking you guys to agree with this theory. Infact, it'd be good if you could add or suggest fixes where you think other things would fit better. In the end, this wasn't too much of a well thought out theory. Just a quick idea i wanted to share. Actually, After the decision, everything else was made up on the spot to try to answer questions that people would obviously ask like "Why would madara then go to war". So I wanted to bring up the Izuna part to maybe show my thoughts on why, but add somethings in between leading up to it.
Thanks for reading guys, hope you enjoyed some part of it hahaha. I know it's long, and hopefully no one else beat me to it.
tl;dr; Hashi kills no one. Madara agrees to peace. Tobirama Edo's Izuna. Madara declares war.
To Protect the fate of the two clans, Hashirama Decided to kill Tobirama. We know that Hashirama is bent on peace and that he and madara eventually came to a treaty to build the hidden leaf village. I believe that something along these lines happened;
Hashirama: !
Madara: There is no other way...
Tobirama: Brother, Don't. You can't kill yourself. Don't let him fool you.
Hashirama: Tobirama, you killed his brother. You know how much i want peace. If we kill madara here right now, other's like him will surely raise up.
Tobirama: Then let's wipe out the uchiha clan right now...
Hashirama: That wouldn't be right. To end the life of so many innocents now seeking peace just for the sake of my brother... I'm sorry tobirama... But I must kill you for the sake of everyone
Tobirama, Madara: !
Madara *slides gaze*: ...
Tobirama: I understand brother. I will always love you.
Hashirama picks up his swords and lunges it towards tobirama
Madara: stop...!
Hashirama, Tobirama: !!
Madara: I see you are really serious about this hashirama. But my brother... My father... the uchiha I let everyone down. I have nothing left :T_T:
Hashirama: Madara... You still have me. I will always be your friend, and we can build a village with new friends and bonds. I also lost my brothers and father during the endless fighting. The uchiha took them away from me, but if we keep fighting innocents will keep dying. What about our dream to end the senseless killing of children?
Blah blah blah... A bunch of talk no jutsu over the course of this chapter and madara decides to finally make a truce with hashirama. Chapter ends on cliff hanger of probably
Madara: I'll accept your truce hashirama. *Extends hand*

Hashirama and Madara Create a unity between uchiha and senju. They found the hidden leaf village. Everyone lives in peace and harmony but a time to appoint a leader of the joint clan has come. Evidently hashirama wins favor over madara from both uchiha and senju. Hashirama becomes the new hokage. Things are peaceful, but it can be seen that madara is becoming less and less stable, until 'that time'
That Time
So what really happened during 'that time...'?
I believe that Tobirama succesfully finished all his studies and completed the edo tensei jutsu. Tobirama could see that madara was becoming less and less stable as the days went on. Madara would pass gazes of hostility(Quick flash backs). Tobirama Decided that, As a test of this new jutsu, he would do something for madara. He was the one who took away the last thing madara held dear to him. He was the one that let madara slip even deeper into darkness. I believe that tobirama used his newly acquired edo tensei to revive Izuna.

Where would Tobirama get Izuna's DNA? HE had many chances during the war. And quite possibly blood from his sword. In any case it's not really fully explained how much DNA from the person is required.
Edo Tensei
Tobirama goes to hashirama to discuss his new idea. He summons Izuna with ET and asks hashirama for his feedback, but hashirama shuts him down; telling him that it would not be a wise decision. Tobirama stays his ground and decides that this must be done. Tobirama sees nothing wrong in his idea. So, Tobirama calls a meeting with madara and hashirama later on and summons izuna. Madara is flustered and joyful, his trust in the senju reformed. The anger and bitterness in his eyes can be seen slowly disappearing and tobirama looks to hashirama with a look of achievement. Hashirama admits his wrong to tobirama and everyone parts - Tobirama and hashirama leave. Madara takes Izuna away with him. (Tobirama didn't put any personality wiping tags in izuna's brain of coarse).

The AfterMath of Edo
War! A few months after the edo tensei incident, to the surprise of Hashirama and, more importantly, tobirama, Madara declares war! With Izuna by his side he goes to war with the village over being the head. Hashirama is confused but asks madara to take this fight out of the village to the river where they first met(VotE - possibly)... *Why, I don't know. This is a quick theory*
*I'm thinking somewhere along the lines of war tobirama released izuna's edo so he wouldn't cause trouble as madara and hashirama go to VotE*
It's at this point we might possible end this we could possibly end this Flash back in a flash back and go back to the VotE fight where kishimoto does what he has planned for there.

Now I know what you're thinking. Why would Madara suddenly declare war out of the blue? I believe this could possibly tie with Izuna and be revealed, not here, but in a flashback of madara's. During madara's new found life with his revived brother, izuna could have persuaded him. We see in this chapter that izuna's words really helped push madara more and more away from the senju. Izuna could have reminded madara of his betrayal to the uchiha, his father, and to izuna for making a joint with senju. Izuna could have also told madara that he deserved to be the hokage. Why was it hashirama?
I don't believe that mito had anything to do with the fight at VotE. But if she did, then it could possibly be even another reason for it, alongside Izuna's words.
If not for izuna, Madara might have possibly considered peace. HE may have gone back on it after izuna's death. But I believe he may have extended his hand right there if not for izuna.
