It is unlikely that Hashirama killed Izuna. His nature alone would guard against it. However I believe that since Hashi was Hokage and all ALREADY... He might have made a military decision that cause the death of Izuna. If what we know to be true that Izuna might have given Madara his eyes then why would he have been sent out to war to die? I mean if you have no eyes surely you'd be staying inside? Yes although Madara is depicted as being insecure and driven to be the best despite -ALWAYS- coming short, just as Danzo was towards Hiruzen, he would need greater reason to want to kill Hashi.

All in all Hashi sent Izuna out into war or atleast on a mission/ Maybe even before he "gave" his eyes to Madara and he died; but it is unlikely that Hashi killed Izuna.

I think madara was obsessed of being the leader or being in top and that is the title of being a hokage. Moreover, Izuna loved his brother so much that he gave his own eyes just for madara to be stronger than hashi. That is why madara blamed hashi for izuna's death. And in the last chapter the increase in power madara was talking about is actually having EMS. Though izuna's sacrifice clearly is pointless. Still, sage mode hashi is stronger than EMS. This is just my opinion though.

Hashirama said Madara loved Izuna, Madara loved Izuna, Izuna willingly gave his eyes to Madara, Izuna had no eyes and still fought in battles, Izuna died.
