Yeah, I think this is pretty well established.

Some people point to the fact that Tobi and Madara did not have the MS activated when they took over Kurama, however they both DID awaken the MS before that point in their lives.

Conclusion: The part of the Uchiha Tablet that explains how to control Kurama can only be seen by those with the MS, even though the MS doesn't have to be activated during the act of controlling Kurama.

Sasuke could suppress kurama with 3 tomoe, chances are he could also control it w/o MS.
And bijus can also be controlled inside the host, just like obito and sasuke showed, the real problem is seal(could be broken somehow) and putting both hosts and biju under control simultaneously or in rapid succession. But obito managed to control perfect jinx somehow
