Fodder: It is a food given to cattle. (Dictionary meaning)
A ninja who doesn’t gets enough screen time/ gets killed early / has nothing to do with plot/ etc. (NB meaning)
1st fodder in naruto: Mizuki & iruka (some believe he is better than many elite ninja)
I will try to explain the origins of fodders and there need in narutoverse with the help of relation between real fodders, cattle, farm and the farmer.
Here in my theory Cattle are sometime hero and sometime villain, fodders are fodder, farm is the plot and farmer is the author of the story. Yeah, it sounds weird but it will explain the need of fodders in the story.
Farmer is the one who is responsible everything going on in his farm. He plants fodders to make his cattle strong also when he needs some money he sometimes sells some of his cattle (like killing a villain). He uses the farm to his needs some time plants, or to graze his cattle. In naruto also the main character first got limelight by defeating a fodder. Fodders are needed for plot advances, comic effects; to praise a character etc. not all ninjas which get less screen time are fodders e.g. in first part all the previous 3 hokages and so6p got all most neg. screen time that doesn’t make them fodders. Also getting screen time doesn’t make one a less fodder e.g. iruka. There was more but I am forgetting it now so it ends here…….
Hope you liked this crazy theory of mine.

Fodder is a term used by the Users of NarutoBase to harass, demean and bash people's favorites. It's why every little thing someone does each chapter is scrutinized and why every good thing that happens to their favorite is held on for dear life.

It started around the same time everyone started saying "Itachi solos"

I don't think you have the right meaning of fodder. There is another one that is far more appropriate
