First off these theories are something that came to mind and maybe far fetched.
Who's the Shogun? I think either Gold Lion Shiki or Captain Kuro.
Captain Kuro because the Shogun's name is apparently Kurozuni Orochi. Where as the strawhats also have different names such as Zoro-juro. We haven't seen Kuro since East Blue. Kuro didn't have a devil fruit then. So his Devil Fruit is snake related. Susano'o defeated orochi in japanese folklore. Which would be a good power up for Zoro to have.
Shiki may also be shogun. Since I'd assume he'd be hiding the name could be a cover. He wears a shogun looking outifit. The movie strong world is not cannon. So he may still be out there hiding. Oda said there would be a legend returning. I'd say a character we already know of and seen. Crocus sitting with that figure on a cover page. Hides his legs and head. (steering wheel lodged in skull covered by hat and swords replacing his legs. sitting on rock.
Luffy's Forms?
Theory that I did not come up with is Gear 4th Hawkman. Where multiple attacks have names of hawk. There were giant birds on the island luffy trained on. Luffy could greatly inflate then quickly deflate stretching his body. creating more surface area to soar. Using his legs or head butts as a means of attack while keeping away from attacks.
