I walk to the battlefield, only to see my lifelong friend and rival, Tobirama. Considering the time we've spent apart, it was expected that our encounter would be awkward. Breaking the silence, I "coughed" into my sleeve, a forced and unnatural one, and greeted, "It's been a while, Tobirama. Er, my apologies, Hokage. Where are my manners?" I laughed, sounding almost as phony as my previous cough. "Well, enough with the formalities. I'm certain that we're both itchin' to test each other's strength, and how much we've grown, I know I have." I chuckled, as I unstrapped the leg weights that had been weighing down my limbs. "I feel so... free, and energized.. This'll be fun." I intimidatingly cracked my knuckles whilst stretching my legs, warming my body up for what was to come.

Description:
The user stops, bends over to reach his legs and unstraps his leg weights, dropping them to the ground. As a result the user gains a drastic boost to his running speed (doubles) and +20 to all his Strong Fist Kick-related moves. However, this boost in strength and speed is completely nulified when releasing the EIG or when using any kind of movement speed enhancement technique or weight manipulation technique; they don't add up on eachother.
"Well, good luck to you, friend." I commented what I believed would be the last of the amiable remarks we would exchange. Without hesitation, I crouched down and slammed my hands on the surface. Suddenly, a sizable volume of water is summoned exactly five meters above the enemy. Due to its proximity with Tobirama, I knew that it would lack in force and thus, would not adequately harm him. Flashing a single hand seal immediately after, I shape the newly summoned water source into a water dragon. It comes into existence rapidly and with formidable might, crashes down onto the target, delivering tremendous physical damage to onto Tobirama.
I watched eagerly, hoping to discover whether or not Tobirama's fighting style remained the same, or changed all together.

The ideal place to use it is near a body of water, but if the user's skill allows it, it is possible to use it even in a place where there is none. The amount of water used will be in proportion with the user's skill as well as its power which can vary. Ninjas with a primary water specialty will be able to produce up to an S-Rank technique; ninjas with a secondary water specialty will be able to produce up to an A-Rank technique; normal water masters will produce the basic B-Rank technique. Tobirama was able to use this technique with a single hand seal showing testiment to his skill in water ninjutsu.

As Tobirama witnessed his friend take off his leg weights, he threw a kunai made of water at his opponent. Would his opponent continue with his previous plan, or defend from the water kunai?
