I think it was Nagato...wasn't this right before the fight with Pain? He says he will meet an octopus...Bee had already made Narutos acquaintance as Naruto says octopops?! Then he will fight a man with great power in his eyes. Idk really just a silly thought. It probably is Sasuke or Obito.

Could be Sasuke or Obito but it would make more sense to be Sasuke.
