The Yin & Yang Seals

People are saying that in order to reverse the Mugen Tsukuyomi one needs to combine the Yin and Yang Seals which Naruto and Sasuke once had. They lost their seals when they sealed away Kaguya and they were returned to Hagoromo again. Hagoromo even states it, to deactivate the Mugen Tsukuyomi, one needs the chakra of the Bijuu and the Rinnegan. Same as Madara stated that to activate it one required to be the Juubi's Jin and have the Third eye. (Which is also a Rinnegan.) The Yin/Yang Seals was never a requirement.
