Is that what the 2018 announcement was a live action? Why is Japan making so many LA anime movies? They rarely work. Do the Japanese like them at least?

yeah it's a live action movie. It seems like it'll be japanese because Sota Fukushi will be Ichigo. I think the Kenshin live action was well liked.
