In terms of being a Kage, yes A is the worst. He is stupid and irrational and a one dimensional fighter. I'm surprised the Cloud village has stayed together with that idiot as their Kage.

The worst Kage is probably The Second Mizukage, was he not the one who started the whole "Kill your teammates to pass" rule? Either him or The Fourth KazekAge. The guy didn't handle Gaara properly, even as a weapon. If he had killed his son.. He just lost an important weapon to his village for a time being AND who's to say another nation doesn't try to steal it when Ichibi reforms?!

Tobirama without a doubt is the second most important Kage in history.

Personally i think Hiruzen is the worse Kage. During his reign, he only made bad decisions that led to worse things like this war(something he self admitted). Uchiha clan was eliminated when there could have been another solution, even important members from Hyuga clan were given to Kumo that easily when they were the one who tried to attack and kidnap Hinata in the first place. What kind of Hokage do something like this?

Tsunade is the worst kage since she couldn't protect konoha and kyuubi was also ALMOST capturded by akatsuki and if nagato hadn't changed his mind 75% of konoha would be dead

The Hidden Cloud were power hungry ass-holes even before Ay's reign.

Attempted to capture the 9 tails...while having the 2 tails and 8 tails..

Then they attempted to capture the 9 tails again later on with Kushina and was foiled by a 10 year old kid (Minato)

yeah i agree with you. but Tsunade as a medical nin can only heal the people.she is not fit for fighting.

building the city is not a strategic feat.anybody voted as a hokage can do that.if she did anything,it was training people for medical ninjutsu.

Ok, so if Naruto had invaded Mt. Moyaboku before his SM training was complete, would he be able to fight pain? no.

She was the most effective Kage in the Madara fight.. so i'm pretty sure she can fight.. considering she was tanking and kicking ass.
