first off i dont intend to make this a nagato "circle-jerk"

but i feel that pain was the best villain in this serries only rivaled by Aizen in bleach

the manner in which he spoke in japanese or english no character oozed badassery anywhere he was shown

He also had the worst life

He truly hated the world

Pein's plan was flawless in a sense single handedly defeating the 6 tails not to mention pushing the 9 tails to its absolute limit

Pein also had at his disposal jutsu that could destroy not only villages but entire nations

when you think of the rinnegan and nagato's mastery of it. no one else can stand up to him not even madara uchiha.

pein is the only one to have defeated hanzo the salamander

peins list of accomplishments is great

pein still remains at the top of the mountain as best designed manga/anime character

I wouldn't call him the best cause I have some personal favorites. But Pain/Nagato was a great great character.

Agreed Completely, It would have been better if he was his OWN boss tho he didn't seem as badass when he was shown being ordered around by Obito and shit, that sucked, I mean Obito is beast and all but his reveal as leader should have been after Pain's invasion.
