Nope, different technique calls for different hand seals. I don't believe any are used for ( Katon: Hiendan ) – Fire Release: Soaring Flame Bullet in the video game, but you should still use at least one when using it in battle to be safe.

It carries away the enemy because that's how the technique works.
If there is no object like a tree or wall, it will crash them into the ground where it explodes.

I'm not entirely sure as I can't recall seeing this one in action. But it sounds like it should be possible so long as you use a fast enough wind technique.
Correct. But that's only if its equal or higher rank. A wind technique coming from the opposite direction that's 1-rank lower or more, will simply be consumed immediately and strengthen the fire. If the fire is equal to the wind, the fire will overpower it and continue slightly weakened. If the wind is one rank higher, it will cancel out the fire.
And be careful not to just base your moves on rank. Descriptions and practicality are also necessary to think about.
