I don't like him that much but by definition yes- he is the final and ultimate one.

It's most likely Kishi's and Studio Pierrot's attempt of milking the series even further for a movie where it makes it seem like he will win. Remember this is Kishi, he doesn't have the balls for the villain to win, or even if he did, I don't think Shonen Jump or whatever will approve for a story like this.

Salad and Bolt haven't even come into their own yet, and Orochimaru, by the time of their birth, is one of the strongest characters the series has had.

Orochimaru is immortal. He has access to the Mangekyo Sharingan through the Shin clones and can therefore potentially control the Kyuubi. Seeing how he can create bodies scientifically now, he can create his own ideal body that could host a Bijuu, the Kyuubi. When Sasuke dies, if he leaves his Rinnegan behind, it goes straight to Orochimaru. Gaining a powerful body to learn Dragon Sage Mode is another distinct possibility.
Not to mention his Edo Tensei which can become stronger and stronger. Hashirama, Tobirama, Hiruzen, Minato, Jiraiya, Tsunade, Madara, possibly Obito, Naruto, Sasuke, all of these people can be resurrected in varying forms of strength to be controlled, and all of them together can utterly annihilate the current generation.
